Rossiya Hotel
In the background on the right is the Rossiya Hotel, destroyed in 2006. Thanks to Flickr user maxim off for helping me out with the location.
The photo was taken by my grandfather David C. Cook on a visit to Moscow for a meeting of the International Electrotechnical Commission. Development stamp is June, 1969, trip was in the first half of June.

Taken from the restaurant of the Rossija Hotel, newly opened two years earlier. In the background St. Basil’s Cathedral is just left of center.

Members of the IEC (International Electrotechnical Commission) prepare for meetings the next day in Moscow. I believe that this is the US delegation. One of them – perhaps the man on the right in the foreground – is probably Louis Costrell, who formed TC45.
Notice that the view is of the same Kremlin buildings as the shot from the hotel restaurant.

– Your grandfather was quite a lucky man to have Ben able to visit during this time. It was probably the peak of Soviet wealth and prosperity, before the long slide of stagnation in the 70s and 80s. Fantastic images

Taken in Moscow in June 1969. This may be in front of the Rossiya Hotel, but I’m not sure.
